We build the number from average rates: a $2.50 base fare, $1.15 per km, $0.35 per minute and a $2.00 booking fee.

Most of the fare is distance. The 18 km accounts for $20.70 of the $31.95, so a longer or shorter route changes the price more than a few extra minutes would.
